How Do You Define “Shortage?”

Can you define shortage in something without knowing both supply and demand? For example, if I tell you that the food supply in the world has been growing constantly over the last several years, is that enough for you to conclude that there is no shortage of food in the world? It is pretty obvious to me that if we have to conclude about the shortage, at the least we should know the supply as well as demand.

However, Mark Perry of U. Mich says here, that there is no shortage of engineers in the US because the supply has been increasing over the last several years!
